This is the official ICC study that evaluated and authorized low-income discount rate programs and established the framework for utilities to file tariffs implementing the Low Income Discount Adjustment (LIDA).

This ICC mandate forces small businesses — including sole proprietors — to pay an unfair flat utility fee that can nearly double monthly bills, charging neighborhood shops the same as box stores and chains and harming the communities they serve. All while advertising it is only costing a few dollars.
